User impact: Users' chat messages may not be visible in Teams Free when returning from being offline.

More info: Most affected users may be able to view the chat page, but some message may not be visible. A subset of users may be unable to view the chat page and receive an error that states: "Chats are temporarily unavailable. You should still be able to use other parts of Teams."

Current status: Our service health monitoring alerted us to failures occurring when some users attempt to view chat messages in Teams Free, and we're reviewing the failures to isolate their source.
